What does it mean when a judge dismisses a suit?

Depends on how the case was dismissed. If the judge dismissed it without prejudice, that means the plaintiff is free to re-file the case in the future. If it was dismissed with prejudice, that means the case is dead, and no case based on the identical set of facts can be filed in the future.
