16 month old has cold and is very congested?

my son is the same at the moment, second time in the past few months he got an ear infection last time, if hes that congested and hes having trouble breathing with the dummy in, may be best to take him to the doctors and get him on antibiotics to clear up the congestion before he gets an ear infection theyre so prone to that.
