Locke and government?

I think he meant a representative government, for one the people are putting their "trust" into the government. Therefore these "selected politicians" are representing the common will of the people. He's basically stating that governments should be run for the good of the people and not to hurt them and that there should be limits placed on the government to ensure this.I hope I didn't confuse you!
